Over spray is easy to remove without chemical agents. A straight edge razor will suit this job perfectly. Hold the razor on an angle against the glass and just push/scrape the paint right off. You may want to first put newspaper or paper towels on the windowsill to catch the scrapings.
I have tried this and it is easy. Any chemical agents will just soften the paint on your freshly painted window and smear all the paint over the window, making a time consuming mess to get the window clean.

By gently using a razor blade knife up and down on the glass until it feels smooth, then washing the window.
