Are the VOL's in latex paint harmful when dry, or just when drying?

Is there really any proof that they are harmful to people, or are they just flamable? Are the VOL's in latex paint harmful when dry, or just when drying?
When they first dry they release a lot. Once they are dry, they don't gas much at all. The manufacturers recommendations are to not breathe the fumes directly until everything dries. I imagine they have a good reason for this so I am pretty darn sure that the fumes are not good for us.Are the VOL's in latex paint harmful when dry, or just when drying?
paint while drying release VOL ie the solvents used in the paint which is harmful to the environment. once it is dry no VOL is released.
