Your girlfriend's discomfort could be due to lack of lubrication or certain medications, including birth control pills, which can cause vaginal dryness. So I would recommend that she talks to her doctor about whether the pill could be contributing to her condition (if she is on the pill). Make sure that you both prolong foreplay until she's well lubricated and use lubrication to ease the friction during penetration.
Certain personal products, such as feminine spray or douches, could also cause the burning sensation. So, if she uses any of these products, stop for a while and see if the discomfort subsides.
It's also possible, though not very likely, that your ejaculate (if and when not using condoms) is irritating her vaginal lining. To test this theory, use a condom (polyurethane if you're allergic to latex and make sure it's not lubricated with the spermicide nonoxynol-9) consistently for a few times and see if the pain/burning stops.
If none of the above suggestions does the trick, I would recommend that she get checked out by her doctor/gynaecologist for further evaluation. There could be other conditions such as vulvodynia (a condition characterized by vaginal burning) or some form of vaginitis (any infection or inflammation of the vagina) which could also be causing the burning and discomfort she is experiencing.

There are a few things that could be behind her vagina burning.
The first, and most likely, is simply that she's not lubricated enough. This can be countered by purchasing KY or any other brand of lubricant at a drug store. (I wouldn't recommend WD-40 though! :P)
The second option is that it could be an STD. If either of you have ever been with anyone else and never been tested, I would recommend she sees her gynecologist to get checked out.
The third option could be a urinary tract infection. Ask her if it hurts to pee as well. If it does, she'll likely need to see a regular doctor. If it does turn out to be a UTI, remember, the easiest way you can prevent them is by having her use the bathroom before and after sex!

Could be latex. Different people react different ways. Also, just to be on the safe side. She should be tested for an STD. May not be. But its always better to be safe than sorry. You should be tested as well. Remember, you are having sex with everyone she has ever had sex with and vise verse. You cant be too sure if you have had sex with more than one person. You can always have an STD and not know it. She may only have an infection or a yeast infection. Either way. She should have that checked out as well. Its probably just a yeast infection. Ask her if it itches at all. And both of you go to the doctors.

I know when it's time to ';get down';...we're all too excited and Don't take the time to get the ';foreplay'; in for the sex to be as enjoyable as possible! Try either the ';foreplay'; or a different type of condom....
I am allergic to latex and my hubby uses ';lambskin'; to avoid swelling and burning sensations on my end! (yikes)

well if she was dry then the rubbing of the condom should have done it but there is also a possibility she allergic i am and it does burn.
Try another type there's like lamb skin and ones for sensitive skin try those. She may have to go on birth control or talk to her doctor about if she could be allergic

I had this problem for a while before we realized i was allergic to some lubes. Flavored made it burn, as did KY warming gel but when we went back to a basic lube there was no more burning. Are you using a fancy lube? If not maybe try changing brands to another type of plain one and see if thats better.
She could be allergic to the latex, yes. She could also have an infection. Try a different form of contraception and see if the burning stops. If not, she should see her doctor to be checked for an infection. Are you using plenty of lube?
Probably so try lamb skin condoms. It causes less irritation to people with sensitivity to latex. Of course she should see a doctor just in case that isnt the problem.
